Citigroup (C): Bullish flag breakout watch

5/26/2026 – Our October 16, 2025, Straight from the Chart blog post highlighted a 2018–2025 big base breakout on Citigroup (C) with projected upside targets to 114 and 128. The stock achieved the114 target in December and the 128 target in mid April before entering a late-April into late-May bullish flag consolidation.

Bullish trends, reflected by rising 26- and 40-week moving averages (WMAs) for C’s absolute price trend, relative trend versus the S&P 500 (SPX), and volume advance-decline indicator (VAD), increase the potential for the stock to break higher from this developing bullish flag pattern.

A decisive rally above 127–128 would confirm the flag and favor initial upside to 135–140, corresponding to the mid-April peak and the 61.8% extension of the mid-March to late-April rally projected from last week’s low. Beyond that, the 100% extension target stands at 153.

In addition, the weekly logarithmic scale chart supports the potential for a longer-term advance toward 163 (see Chart 2 below).

Last week’s low at 119.76 offers initial support, while rising 13-, 26-, and 40-WMAs between 119.68 and 111.21 continue to underpin C’s bullish absolute price trend.

Relative to the SPX, C is testing support at its bullish and rising 26- and 40-WMAs. Holding these levels, along with the early-March higher low, would preserve the stock’s leadership trend versus the broader market that has been in place since September 2023.

The VAD remains within a strong uptrend, increasing the likelihood that C ultimately breaks higher from its bullish flag pattern.
